Objections to Grovesend Farm Site Development
,A planning application for development at Grovesend Field was submitted in March 2023. We believe Grovesend Field is an unsuitable choice for development.
Latest news (July 2024) – A decision was made by the planning committee on the 17th July 2024, a full 16 months after the application was submitted, with the many extensions and re-consultations reflecting the difficulties in developing this field in Colwall’s Conservation Area.
Sadly the decision was unanimous in support. The councillors noted the level of opposition, and said, their hands were tied. There was nothing in Planning Law which enabled them to vote against the development because of Grovesend’s inclusion in our Neighbourhood Development Plan.

There are 10 pages of Pre-Commencement & other Conditions – 35 conditions in total – stuff that must be fixed before the builder can move into the field.
Colwall Revised NDP Group continues. We have yet to revise the NDP so that the village’s ambitions are reflected. We want a Local Housing Needs survey to better guide the type of housing to be built in future. The eagle-eyed will have spotted in HC’s new Evolving Land Plan (ELP) that Mill Lane is back on the cards. The half field site originally preferred by HC, CPC & the village for housing since 2011 has been named in the ELP but is now a whole field.
NOTE: The allocation of the site in the Neighbourhood Development Plan does not and cannot prejudge the decision to be made by Herefordshire Council as to the qualities of the proposal. They must consider any relevant objection.

A village poll on this application took place on Wednesday 14th June '23. The poll was requested at a recent parish meeting by a large number of local residents who were asked: “Do you oppose the development of a new housing estate on the Grovesend Field site in the Conservation Area off Old Church Road?”
The poll is not binding but was held to get a clear understanding of the views of the village. There was an emphatic answer with 92% voting against the proposed development. For full poll results please see here
